The City of Los Angeles Bureau of Street Lighting maintains approximately 220,000–223,000 streetlights and an extensive underground network. Most individual street lighting property assessments have not increased since 1996. In March 2026, the Los Angeles City Council approved a proposed update to these special benefit assessments for the repair, upgrade, and maintenance of streetlights citywide.
Property owners will receive a unique Prop 218 assessment ballot (separate from the Mayoral or State Primary Election ballot) mailed around April 17, 2026, which must be returned by June 2, 2026. The proposed assessment is calculated proportionally based on the special benefit to each parcel, using a combination of land use/lighting type benefit points (reflecting security, safety, economic/access, and aesthetic benefits) and parcel size benefit points. The maximum assessment rate is $58.84 per special benefit point for fiscal year 2026/27. If approved through the weighted Prop 218 ballot process, the assessment will be levied annually and collected as a separate line item on Los Angeles County property tax bills. Funds would be placed in a dedicated account to address current average streetlight repair times of approximately one year.
