Hugo Soto-Martinez has defeated incumbent Councilman Mitch O’Farrell in the race for City Council District 13. O’Farrell concededTuesday.
After the most recent vote count on Tuesday, Soto-Martinez held over 55% of the vote with close to 5,000 votes over O’Farrell.
Los Angeles City Council District 13 represents Windsor Square, Larchmont Village, Hollywood, Silver Lake, Echo Park, Glassell Park, HIstoric Filipinotown and Atwater Village.
