SB 592 PROGRESSING
Our representatives in Sacramento continue to propose legislation that will make devastating changes to our neighborhood in the name of addressing the homelessness crisis. If passed these bills remove local control of developments including current zoning and historic preservation laws. They do not address affordable house but instead give developers the right to build more luxury housing next to single family homes.
It is hard to imagine our HPOZ would be ignored or the house next to you could be razed to build a five story apartment building, but that is exactly what these will permit.
Please educate yourself about these bills.
There is no more time to “wait and see” what is going to happen next.

BACKGROUND:
Senate Bill 50, a bill that would forever change our historic Windsor Square neighborhood, has been delayed for the remainder of this year. This was in great part due to the community effort of Windsor Square residents and many other Angelenos who wish to preserve their neighborhoods. Many of you called and emailed your representatives to state your opposition to this bill that would override local zoning. Your action made the difference.
However the fight continues.
State Senators Nancy Skinner, from Berkeley, and Scott Wiener, from San Francisco incorporated similar provisions in the two bills, SB 330 and SB 592. Our community must continue to vocalize our opposition to these bills that would forever change our neighborhood.
Senate Bill 330 and Senate Bill 592.
Like SB50, these bills will override local zoning and HPOZ protection.
These bills permit the demolition of homes in historic neighborhoods to make room for four- and five-story apartment buildings to be built lot line to lot line, right next door to single-family homes.
Both California Senators have positioned these bills as a solution to the California housing crisis by increasing development in transit areas but their broad definition of transit areas would include much of our community: Windsor Square, Hancock Park, Brookside, and Larchmont Village.
Senate Bill 330 and Senate Bill 592 will eliminate all local land use control.
No HPOZ.
No Zoning.
There will be no increased City budget for infrastructure improvements. Adequate parking will not be required for the new developments.
These bills will not result in needed new affordable housing, but instead will create more luxury units.

You will read some support of these bill in the media. They have been well positioned by the authors and their real estate industry allies. The stated intent of the bills, to address the state’s housing “crisis,” is one that resonates with many. The details of the bills are being overlooked.
